This is probably the closest professional-sounding "Mexican trance" that will ever exist
@Gagi feel free to check it out!

I wouldn't say it's amazing, and it isn't much different from the "universal" trance, except it's in Spanish. Is it just not as big there, even no underground scene etc?

Here's one from Serbia. This guy lived like 15-20 km from me, but I don't know him. Used to make this sort of summery trance for Pulsar in and around 2012.

I'm not sure about an underground scene being present in the bigger cities (like CDMX). In truth there weren't many electronic music groups that became popular, but they were one of the first that produced "electropop." Their albums have a bunch of different styles, and the consistent theme is pop. They have two other trance-like tracks, but they're also fairly normal/generic, haha. It's interesting to see how trance from the other side of the world turned out.

Yeah it's just one of those genres that's really universal and doesn't have much local influences (although that would really be amazing).

One could say that being able to replicate the European trance sound is a good feat in itself :p
Based on what I've seen online, Mexico historically has stronger ties to psytrance. There's a whole post on Isratrance from 2008 about how psytrance became an underground scene in Mexico. I don't recognize any of the names, as I never looked specifically into Mexican psytrance, but it's an interesting read. From the post:

Back in 1999-2000 there were a group of kids whom called themselves "Mandala" they were close related to the work of Sound Sorcery and therefore Maia Records, They started out by opening the first store I remember in town which was located in front of a School named Universidad Lamar, right in Guadalupe Zuno and Chapultepec Avenues, remember it was later in the spring of 2000 when they had a party with someone named "Atmos" whom till today its one of my favorite artits [sic]

That university is located in Guadalajara, one of the largest metro areas in Mexico and an important cultural center, so it makes sense that psytrance reached there.

The kind of Techno I love to listen on headphones to get intimate with that juicy, pulsing bassline :D
