Hadn't encountered it before, but that is interesting. The video is restricted for me, too. There's a reference to this Youtube restriction on a reddit thread from 10 months ago, and a few other similar threads from last year and this year.
I always thought Youtube Music Premium was more for if you really wanted to get rid of ads while using the Youtube app on your phone. If labels are going to start putting high-quality content behind paywalls, then I won't be ashamed to say "arrrr!!!."

This started happening here when Google/Youtube started blocking a bunch of music, as mentioned in this other thread: Google/Youtube has removed an entire country's music (Denmarks)
Some music was blocked because of rights, while some other music (not everything though) was simply only "available to premium users"
A workaround has been to use a vpn though. But even while connected to a vpn, I can't play that specific track you mention. I really hope this won't be a more common thing.

It's already happened on SoundCloud, wouldn't be a surprise if it happened on YouTube as well. Sucks but I hope they don't go far with it - like Beatport did with extended mixes or something like that. I won't switch to YT for sure now.

This is just the peak of the iceberg thou. not surprised. It's a much more complex topic regarding music copyright (and, partially, royalties scheme) which struck the whole music industry for decades and sees now a lot of confusion and mess when you analyse the issue in all its aspects.
