The topic being discussed is where we've come from in terms of computing, how copyright and law has tried to constrain and control technology along the way. He then talks about where we're likely headed in the future.
We're nearly all aware of draconian polices such as ACTA, SOPA & here Cory Doctorow explains why they crop up and will likely continue to do so. What we can do about them and how we can steer future changes in how computing and networks are implemented.

Yes, that is a good rule of thumb. I suggest you do not stress the importance so much, but highlight some catch phrases and popular or controversial statements (like the one where this is compared to the war on drugs). There are many people in this world who only share because they think it's important themselves or because they gain something by it, so it has to be very clear that the reader can gain something by spending time on the issue. And saying that the real talk is only until 30 minutes stresses the point that it's a long talk. Depending on the occasion, that might not be the smartest thing to do, you might want to present it as something not long at all (for the importance it has).
EDIT: I really thought it was very interesting. It's not just about computing, it's about general politics and how that influences the world. It really provides some nice insights. Also, it confirms my point of view in life about understanding a subject: Focusing on a subject too much can limit your understanding of related subjects, which might hinder your understanding of how it all influences eachother. To understand one thing, one must understand the many things that it is influenced by.
This talk wasn't just about the technological factor of the battle against SOPA, PIPA and others, it was a very broad talk about everything around it and about similar cases. That makes it very interesting and enlightening.

In short I take she has forgotten:
- Self responsibility and parental control client side
- The availability of adult domains to .xxx so that children will stumble across less material of that nature.
- The ability of any man, woman, icanhascheezburgercat to circumvent such restrictions through setting up DNS, using proxies, Tor etc.
- The existence of the dark net which they have no control over, intelligence agents only catch the foolish ones because of broken anonymity.
I can understand where this lady is coming from. If I have kids I too will want the ability to introduce things when I think it's right but it's my responsibility to control that. I don't expect the world to suffer through censorship because of my personal demands or wants. Same as I'd be angered if someone else forced their own upon me. Keep the internet free as in freedom.
They're scared because they don't understand & they're also scared because they're not quite in control.
I assume there thought process is like so:
Problem is they're late to the party, very late. As soon as the net was born it wouldn't have taken a genius to forsee potential control issues. Decentralised network, fast flowing traffic, encryption layers. NICE! You see it now and you will see it long into the future the desire to control communications at this level & it saddens me because this is without doubt the greatest tool of my generation.
