Sheva was more a young talent of those years with Gattuso, Nesta Canavaro and Pirlo but in Milan he was known to be the brain of the team as it would lead the team and literally make the game. I'm not Italian either Serie a is well known in the world. Ill go on and explain why Serie A disconnected from the rest. But first you seem very confused or don't know what you talking about. From your prescriptive yes but not how it is as I may consider Barclays Premier League boring. Best defense is not equal defensive teams /league. Let me ask you question what country has the most of Champions league/Europan League titles or wins and how many clubs have won it during that period 90 -07 ? If you don't get the point I will explain when you respond to that question first. During 07 and following that's where Seria A went downhill.As for Milan itself went downhill when Berlusconi left it to Galliani to fully manage it.His only good call was Ibrahimovic and Kaka, than decided to sell Ibrahimovic.
