You have to complete a series of challenges set before you by a cloaked administrator. He'll show himself to you (not in that way) when the time is right for a member to join the team.
Okay with that mumbo jumbo out the way it is quite simple, act with the TF's interests at heart, contribute greatly in a considered manner, show a positive attitude and exhibit a capacity to deal with others in a professional manner and you'll be in the running. There are factors a little outside of your control, e.g. TF might not need a new moderator at the time but if you show these qualities you'll certainly be considered when the need arises.
There should be a next step imo, should be called TF Legend & you get a highlighted, coloured name....they do this on other forums
