its (as far as I understand my friend who researches this type of stuff in uni) an evolutionairy quirck.
basically, young girls who've just reached fertility tend to be around 12. At which point she is not mature e.a. a child. But she is fertile. and the younger a fertile girl is -> the more healthy offspring she can produce -> which is one of the markers of (mean) sexual attractiveness.
which is why said girls act "young" and like a bit (stupid) naïve kid.
